CHOICES WINS APPEAL OF PEACEHEALTH'S PLANS AND CONSTRUCTION

Since the current community plans do not allow for a hospital at the Gateway site, PeaceHealth petitioned the City of Springfield to change the plans.  On March 31, 2003, the Council voted 4-1 (Councilor Dave Ralston opposed) to approve the plan changes.  Since the amendments approved violate a number of statewide land use planning laws, CHOICES appealed the decision to the state's Land Use Board of Appeals (LUBA).  On January 5, 2004, LUBA ruled that Springfield and PeaceHealth failed to adequately address two major problems - the lack of economic analysis and the lack of planned transportation improvements to support the project.  On June 9, 2004, the Court of Appeals upheld LUBA's ruling and, in addition, held that PeaceHealth cannot build a regional medical complex at the Riverbend site, which is currently designated for residential development.

CHOICES hopes that PeaceHealth will now turn its attentions to engaging the community in a dialogue about where hospital services should be provided to ensure the best medical care for all.
